Sarawak runs S-MM2H with its own board, thresholds and stay expectations; Sabah operates its second-home route under state procedures. Both beat peninsular MM2H on deposit levels — that pricing gap is the entire reason Borneo routes exist. Neither is "easier" in any absolute sense; they optimize for different lives.
2. Money Compared
Both demand fixed deposits plus income proof — the figures sit in the same band, moving with policy rounds. Total first-year outlay (deposit + agent + insurance + setup trips) lands comparable either way. Decide on cost of living instead: Kota Kinabalu and Kuching both run far below KL, with KK slightly dearer on housing and Kuching on imported goods.
3. The Stay Rule That Decides
S-MM2H expects real Sarawak presence — taking the pass while living full-time in Sabah (or KL) breaches its spirit and increasingly its checks. Sabah's route similarly assumes Sabah living. Pick the state you will actually inhabit: Kuching for food culture and slower pace, KK for sea access and flight connections.
4. Agents: Necessary, Vetted
Licensed agents are effectively mandatory and genuinely useful — document prep, medical scheduling, deposit mechanics. Price-shop two licensed agents minimum; fees cluster tightly, so pick responsiveness over discounts. Anyone promising approvals without documents is selling trouble.
5. Decision Matrix
Choose Sarawak if: lower big-city costs appeal, food culture matters, you will actually live in Kuching/Miri. Choose Sabah if: sea life, KK connectivity, or existing Sabah ties. Switching later means a fresh application — get the state right the first time, and recheck current thresholds within a month of applying since both programs revise periodically.
